1. In Memory of Tom Ezell - by Ralph Hilliard

I'm sure many of you have heard by now that Tom Ezell, a dedicated polygraph professional and friend to many, died on November 24th. His obituary follows:

THOMAS RAYMOND EZELL, age 78, of Litchfield Park, Arizona, died peacefully in his sleep on November 24, 2007.  Tom was born on December 9, 1928, in  Hawthorne, California to Thomas and Thelma Ezell.  He has three sisters (Imogene, Lorraine, Yvonne) and one brother (William); all but Yvonne preceded him in death.  Tom served in the army in WWII.  In 1953 he joined the Phoenix Police Department retiring in 1973, having worked as a motorcycle officer, homicide detective, and polygraph examiner.  In February 1977 Tom received his BA degree in Public Management from St. Mary’s College.  He started a polygraph business and school, which he operated for 34 years.  Tom was a member of the FOP, EAGP, and several polygraph associations.  He was active in politics and ran for Sheriff of Maricopa County in 1980 winning the primary but unsuccessful in the general election. Tom enjoyed woodworking and created many beautiful items for his family to cherish.  Tom is survived by his wife Mildred and seven children -- Doris Hart, Michael Ezell, Debbie Bowen, Andy Jahnke, Julie Ezell, Jennifer Russell, Joel Jahnke, 12 grandchildren, 14-1/2 great grandchildren, and one mischievous cat Maverick.  A good man with a kind soul is now resting in peace and will be missed by all whose lives he touched.  The family wishes to extend their appreciation to the Mayo ALS Clinic for all their care and support.  A memorial service and reception will be held on Saturday, December 15, 1:00 p.m., at the Church at Litchfield Park, 300 N. Litchfield Road.  A private interment will follow.  In lieu of flowers, contributions can be made in Tom’s name to the ALS Association or the Church at Litchfield Park.

2. APA PSCOT Committee Press Release by Elizabeth Freitas

APA President Donnie Dutton has initiated an ambitious project for the year: development of a PCSOT model to include standardization of Post Convicted Sex Offender and other post-conviction testing.  A.P.A. Board member Dan Sosnowski will continue as General Chair of PCSOT.  Eric Holden, A.P.A. past-president, has been asked to Chair this PCSOT Committee. It is charged with the responsibility of creating for the A.P.A. a Position Paper to include standardizing policies for this growing polygraph specialty along with developing Guidelines for users and practitioners.  Elizabeth Freitas of Hawaii was selected to serve as Committee Vice-Chair.  Committee members represent varying views of PCSOT protocol, history, and methodology from regions both inside and outside the United States.   Committee Members include Jim Adams of California; Wes Burns of Arizona; Don Grubin, PhD of England; Jeff Jenks of Colorado; Rob Lundell of Oregon; Wade Moss of Florida; Chuck Slupski of Georgia; John Swartz of Texas; David Thornton, PhD of Wisconsin, and Barry Woodgate of Minnesota.

Initial Committee assignments include surveying every State and Country outside the United States currently utilizing PCSOT to identify the multiple of protocols and methodologies currently employed, from which the committee will identify the substance of future Guidelines.  Fundamentals applicable to PCSOT will be formalized and an A.P.A. position paper drafted.

Additionally, an Ad Hoc sub-committee has been appointed consisting of individuals with special interest in this polygraph specialty.  They represent a variety of experts from disciplines that practice, research, utilize, or write about PCSOT.  The Ad Hoc sub-committee has voice and review authority.  Their views and recommendations will be solicited about each fundamental addressed and resolution offered to the APA Board.  The designated special sectors at this time include but are not limited to:     Government, Prison Practice, Probation, Parole, Judiciary, Research, ASTM, ATSA, Risk Assessment, Civil Commitments and Victim Advocacy.

The Committee will bring all of this together to build a common language for testing post-conviction; to draft testing guidelines acceptable for establishing reliability and validity of professional opinions while supporting the utilitarian aspect of this testing field; to bring practitioners, users, and other resources to the table for advice, consent, and overview.
