1. New Orleans & APA - by Ralph Hilliard

Nadine and I had a fabulous time at the APA seminar in New Orleans this year. It was great to see so many of you again and an honor to make new friends.

I had planned to print an article from my seminar liason (aka the guy I begged to attend all the meetings and write up an article). However, since his return from APA, he has had some serious family sickness and spends most of his hours at the hospital. As for what went on inside the meetings that might be new and exciting, well, I really don't know. I guess you'll have stop by the examiner's only forum and ask around. There are plenty of folks in the forum who have the skinny.

There was an evening cruise for which we were so graciously invited to attend. It was aboard the steamboat Natchez. I don't remember the exact time, but I was in my room and asked Nadine. "What time did they say they were leaving for the cruise?". I decided to look out the window and noticed the great Horde of APA folks shuffling off to the loading dock. We hustled to get ready and tried to catch the crowd and we were, quite literally, the last two people on the steamboat. I wish I could say it was a wonderful cruise, but after 20 minutes of not being able to find a seat in the dining areas and sweating twinkies out on the deck, we decided to abandon ship and stroll the french quarter. We had some wonderful local cuisine (in air conditioning) and made a great evening of it.

On Thursday, the banquet was delightful and I was very pleased to see Barry Cushman (Barry C in our forums) receive the David Motsinger award. I can't remember exactly what that award is for, but I'm fairly certain it has something to do with being freakin awesome in his devotion to the profession. Way to go Barry and thanks for all you contribute to our forums.

It was also nice to see some new Officers in the APA.The only three names I didn't already recognize were Keith Gaines - Vice President, Government, Pam Shaw - Vice President, Law Enforcement & Tim Weber - Editor. I welcome the fresh meat..uh I mean fresh faces.

Thanks to the Board for hosting a great event, especially new President Donnie Dutton. I never saw Donnie moving at less than 20mph during the entire seminar. Get that guy some running shoes.

2. Using PSCOT as a Tool to Further Assess Sex Offender Risk Factors by Randy E. Cole

I received this interesting brief from Randy Cole. I'll print a snippet here to pique your interest and you may download the entire document below. This should make for some good discussion in the forums. You may contact Randy at randy.cole@iowa.gov

For example, when the focus of the polygraph program adhered to the traditional treatment model (designed to break denial, resolve index offense case discrepancies, and determine a historical total number of victims disclosed) the following statistics held true concerning the percentage of Inconclusive test results:

  • 8/1999 through 6/30/2002:
    Inconclusive test results maintained a consistent 8% of sexual history and specific issue exams (1999, 2000, 2001, 2002).

With the shift in 2003 to using the polygraph examination as a profiling instrument to better assess risk factors associated with recidivism the following statistics emerged concerning Inconclusive test results:

  • 6/2003 through 6/2005:
    Inconclusive test results maintained a consistent 3% of sexual history and specific issue exams (2003, 2004, 2005).

There was a 5% decrease in the number of inconclusive tests when the focus of the examination shifted from offense discrepancies and historical total number of victims to the identification of sex offense risk factors associated with recidivism.

What? Not yet a member of the FREE private forums for examiners only?
The private forums now have so many examiners registered I just stopped keeping count. The wealth of knowledge, information and wisdom that has amassed here is staggering. If you are an examiner, come and be part of this growing community.

Registration is a three step process.

1. Fill out the registration form.

2. After submitting the form, you will receive an email from the automated system with a username and password. Forward that email to me (support@polygraphplace.com) and include proof that you are an examiner. License, School, Department, Association Memberships, etc. If you do not provide something that we can independantly verify, you will not be given access.

3. Be patient. We have to verify your information and once we have, we'll authorize your login and be in contact with you.


5. Polygraph Place Offers - Our new store for all things Polygraph Related is now live and online

It only took nine years, but I finally got a Polygraph Store going. Of course I hope to generate income, but I also hope this will evolve into a central sales and purchasing center for the community including private sales areas for different associations, etc. For starters though, we have our Tshirts which turned out to be quite popular at the APA seminar in New Orleans. Enjoy and I'll welcome any feedback or ideas for the store.
