1. EDITORIAL: "Complaint policy on Polygraph Place"

We've had the polygraph place online going on seven
years now. Throughout the years I've received many
complaints about various advertisers/examiners/schools
for one reason or another. The usual core of the
complaint is "I don't like how this person does business
or this person lacks credentials and shouldn't be in
polygraph".

Do these people have legitimate concerns? Sometimes yes,
sometimes no. Regardless, I'd like to make it clear that
we have not and will not be the ethics board for the
polygraph industry.

That is not our primary purpose. I think it would help
everyone to view the listing and advertising section of
our business as they would the yellow pages.

If there is someone in your business who advertises with
you in the yellow pages and you don't like their ethics
or how they do business, do you call the yellow pages
and ask that they be removed? No, you find an
established avenue that can more effectively deal with
those sort of complaints.

Do you NOT advertise there just because that person
uses the yellow pages too? No. That only hurts your
business...not theirs.

We are not a governing body or ethics board for
polygraph and do not desire to try and become one. We
choose to avoid the strife present in this industry as
we feel that it hinders the overall growth and
acceptance of polygraph.

We choose instead to promote ways to be unified and keep
communication open to ALL in the industry in hopes to
encourage all examiners toward a higher standard by the
materials we print and the way we conduct our own
personal business and affairs.

So our standard for the advertising portion of the
website may be different than yours, but that does not
mean we care any less about the industry. The fact that
there are not state or national licensing laws is not
something we created so we work with where the industry
currently is to be as fair to all as possible.

Our standard has been and will remain:

If an examiner/group/company/school is breaking any
national or state laws and you can present evidence to
back up this claim, we will investigate that claim and
take any necessary action.

If an examiner/group/company/school is blatantly
misrepresenting themself in printed materials (lying)
and you can present evidence to back that up, we will
investigate and take any necessary action.

Any other beliefs you hold about an
examiner/group/company/school, feel free to contact them
directly to work out your differences or report your
concerns to local or national bodies that are already
set up to handle such grievances.

Do we believe these standards are going to make everyone
in this industry happy? Of course not. We honestly
believe that trying to make everyone happy would be
counterproductive to the industry and our vision.

On another note, if you ever have misgivings about how
we personally are conducting ourselves or our business,
we will always listen to, respond to and change where
necessary, but these misgivings need to be about us
personally, not the advertisers.

Thanks for your time.

2 TRUE POLYGRAPH STORY: "Wrongly accused school teacher
cleared by Polygraph Test" by Chuck Lynch

TRUE STORY: Rodney a veteran school teacher in my state
went back to work at his school as a physical education
teacher and assistant football coach this week. Rodney
had been without a paycheck for a while. He was suspended
with pay after allegations were made by three female
students in his physical education class that he kissed
one on the neck, pinched another one on her inner thigh
while she was wearing gym shorts and putting a physical
neck hold on the third female student.

Once he was charged by a local sheriff's detective, his
pay stopped until the case was litigated. His insurance
company who covers teachers represents him regarding
administrative violations made by the school system but
when criminally charged does not pay for an attorney or
any other legal expenses until he is acquitted.

Rodney and his wife stripped their savings account to
retain the best criminal lawyer in the area. The criminal
lawyer told Rodney to get him a polygraph examination but
the attorney would not pay for it. After calling three
polygraph examiners in his yellow pages, he was turned
down because he did not have anywhere between $500 and
$700 dollars for the polygraph fee. Rodney was surfing
the internet on his home PC which he did a lot sitting
at home out of work when he found the Polygraph Place.
He clicked on his state and immediately saw my state
banner ad built by the Polygraph Place. Rodney told me he
read my web page and called my toll free number.

Rodney was straight up front with me that he was broke
and behind on his house payment and explained his
situation to me. I agreed to meet with Rodney and
interview him if he would drive the 250 miles to my office
but I reserved the right to refuse the polygraph
examination if after my interview with him, I felt he was
not innocent. You see, I was going to render Rodney a
polygraph examination for one dollar. A decent school
teacher and coach of our youth is a valuable resource and
if I refused to use my God given talents as a polygraph
examiner to Rodney, I am failing our motto of Dedicated To
The Truth. There is no mention in the motto of Dedicated
To The Truth For The Money.

After an hour and a half talking with Rodney, I agreed to
administer the polygraph examination. I reviewed the
copies of his warrants for arrest and the written police
report I ask him to bring to me. I also called Rodney's
attorney and talked with him very briefly. There were no
witnesses other than each victim student saw the acts
Rodney was accused of committing against the other
student. There were no independent witnesses. I had him
bring the last five years of his copy of Rodney's annual
performance evaluation by his Principal and Rodney had
no track record as a bad teacher.

Rodney passed his polygraph examinations. A total of
three specifics for each victim. I mailed my reports to
his attorney. The attorney took the polygraph report to
the prosecutors office the morning of the third continued
court date. The prosecution asked for a continuance and
called the detective to re-interview the female students
and offer them each a polygraph examination.

The detective pushed the students one on one a little
harder and each admitted lying on Rodney because he had
failed all three of them on their quarterly physical
education grade which in my state is a requirement for
graduation and the three students were seniors. They
failed to show up for class or was late. They had been
sitting around and talking instead of working out on the
weight machines. Rodney had warned them three weeks before
the end of the grade period of what was going to happen
with their grades and they had three weeks to show him
some imitative. They did not and he failed them. When
the grades were released for the fall 2004 end of quarter,
the complaints were made two days later by one of the
girls parents.

The prosecution dismissed the cases against Rodney. After
a meeting with the school system's attorney and Rodney's
attorney, Rodney reported back to work and back on the
payroll with back pay. We as polygraph examiners owe it
to public servants such as teachers, police, firefighters,
military personnel and on a case by case basis, private
citizens to give back to the community what God has
blessed us with in regards to our talents and ability to
determine the truth with a very high level of accuracy.

What have you given back to the community lately? This is
not my first time to do a $1 polygraph examination and I
have never been let down yet. Chuck Lynch

4. POLYGRAPH TIPS & IDEAS: "Have we ever thought about
using a Zone Comparison format (not a polygraph
technique) as a gateway pre-employment examination?"
by Michael Lynch

Have we ever thought about...

...using a Zone Comparison format (not a polygraph
technique) as a gateway pre-employment examination?

1. Are you aware this test concerns your answers on the
Personal History Statement?
2. Do you intend to lie to any questions on this test?
3. Do you have a history of lying to authorities to get
out of trouble?
4. Have you lied to any questions on your Personal
History Statement today?
5. Will any of your references tell a background
investigator you have lied in the past?
6. Have you left anything out of your Personal History
Statement that might disqualify you?
7. Given the opportunity, would you lie to a supervisor
to avoid punishment?
8. Have you lied to or omitted any information on your
Personal History Statement today?

If the applicant can clear this format then a SPOT
examination might not be necessary. If the applicant cannot
clear this format, then a SPOT examination using the
comparison questions and focused on specific issues might
be used.

O – Are you aware this test concerns your qualifications
to be a police officer?
C – Will any of your references tell a background
investigator you have lied in the past?
1 – Have you stolen or helped steal cash, merchandise or
the property of another?
2 – Have you used, bought, sold or traded marijuana or
any illegal hard drug?
3 – etc.
C – Given the opportunity, would you lie to a supervisor
to avoid punishment?
