Here are this issue's responses.
1. One question I always ask
in Pre-test is: "What
happens if you fail this exam?"; recently had an
examinee (who failed) state: "I'll go and take
another test and beat that one, EH!".
2. She had taken a pre-employment
test and showed
significant response to the relevant questions.
She made no admissions during the post test and
left the department. She was informed by her
background investigator that she would have to
write a letter explaining why she had a problem
with the test.
She wrote back saying that
the question about
'serious crimes' had been bothering her. She stated
I was working in the yard filling in mole holes.
My wonderful dog 'Rex'(?) was enjoying the day with
me. All of a sudden I heard a yip and looked around
to see rex running around with a mole stuck to the
end of his nose. It had bitten him and would not let
go. I chased him with a shovel and was eventually
able to separate the mole from Rex and dispatch the
mole with the shovel.
I felt so bad that I had killed
the mole and was
thinking about that during the test. That is why I
failed.

I recently received some nice
feedback from a Relevant
Issue Reader and with it was a request that has also
been a desire of mine for this newsletter.
"I'd like to see more
polygraph training or educational
material come through your newsletter. We have a lot of
experienced and talented polygraph examiners out there
who could put together a short article for training
purposes. Or maybe even the have a "Polygraph Tip" of
the month."
That would be terrific wouldn't
it? I for one am all
for it. In case you were wondering, guest articles from
knowledgeable examiners or researchers are always
welcome here in the Relevant Issue. It doesn't have
to be an in depth research project, it can simply be
an observation from years of actual practice. Please
send me your articles for publication.
I am also looking for any
examiner who would be willing
to write a 'Polygraph Tip of the week' or actually
'Tip of the every two weeks' for this newsletter. If
you are up for the challenge, let me know.

In just two days, I'll be
celebrating my seventh
wedding anniversary. I mention it not to receive any
congrats, but rather I can't help but tell the world
that I have the most fabulous, wonderful wife on the
face of the planet. She is a terrific mommy to our
three small children and works tirelessly to help keep
our home and lives in order. I love you Marit. Ralph.

Finally, I decided to publish
Bruce Robertson's
past President's message. It is a couple months old
but still relevant. Two things caught my eye. One is
that our own Elmer Criswell was appointed AAPP's
Director of Quality Control. Belated Congratulations
Elmer.
Two, I was glad to see the
creation of a Private
Examiner's Advisory Committee. This committee is
chaired by Jamie Skeeters and is designed to assist
our members who have started or are thinking about
starting their own business.
I have long felt that private
examiners get the least
recognition and support in this industry and it is
good to see a small step in the right direction.

The Montgomery County Sheriff's Office will be hosting
a training seminar May 5th and 6th
(Thursday and Friday) in The Woodlands, Texas. The
course will be centered on Law Enforcement
Pre-Employment Testing (LEPET) as taught by DODPI.
Steve Duncan will be the adjunct instructor from
DODPI. All participants must be law enforcement
examiners and will receive certificates of training
from both DODPI and The Montgomery County Sheriff's
Academy (which will provide 16 hours of continuing
education to TCLEOSE).
The tuition cost will be $100 for the two day seminar
and will be paid through the Montgomery County
Sheriff's Academy. Seating for the seminar may be
limited so early registration is encouraged.
Assistance in locating hotel accommodations is
available.

4. FEATURE ARTICLE: "Bruce Robertson's Past President's
Message to the AAPP"
Dear AAPP Members and Friends,
By the time everyone reads this, the holidays will have
come and gone. I hope each of you had a great holiday
season and will have a safe and prosperous new year.
Another year is in the books and 2005 is full of promise.
I want to take a moment to look at what the AAPP had done
in the past year.
The annual seminar in Vancouver
(May 2 - 7, 2004) saw over
160 attendees and was a great success, in large part, due
to the efforts of Janene Gordon and Dennis Paulson. As a
result of this seminar, 26 additional foreign polygraphists
became members of the AAPP. Since the beginning of the
year, over 130 new membership applications have been
received. Through the professional management of our
financial advisor (and past president) Gordon Moore, our
funds have been well-invested and protected with Morgan
Stanley.
During the 2004 Annual meeting
we made two changes to the
constitution. One involved the nominations committee. This
article was changed to reflect that the Nominations
Committee will nominate one qualified individual for each
available office. This cleared up ambiguity that was found
in the old verbiage. We also cleared up the term of office
for the secretary. The previous description was not clear
that the secretary's term in office overlapped that of the
treasurer.
At the annual meeting, Mike
Mann created the Private
Examiner's Advisory Committee. This committee, chaired by
Jamie Skeeters, is designed to assist our members who have
started or are thinking about starting their own business.
Jamie, and several others in the audience, pointed out
that we could do more as an association for members who
have or will be retiring into the private sector. The
ranks of our certified members have grown to more than
108 polygraphists. This program is strong and continues
to grow. After a suggestion by Bob Heard, we will
institute our first state leadership breakfast at the
Chicago seminar. One grievance was filed in 2004. The
investigation halted when the member involved resigned
membership. We awarded three scholarships that totaled
$2000 to deserving children of three of our members. The
AAPP entered into discussions with other national
associations as to how to move the profession forward and
go into the future with our "eyes wide open." These
discussions continue and we hope to have more to announce
on this important initiative at a later time. The
membership chose Portland, Maine as the 2006 seminar site
(Region III). Thanks to the hard work of Jeff Johnson,
Kathy Rumsey and others, a contract has been signed with
the Portland Sheraton South Hotel. This is the earliest
signing of a contract in memory and serves well to
demonstrate how hard the Portland seminar committee is
working to make the seminar a great one. The application
has recently been redesigned and will be published in the
near future. Karen Clark joined us as the new Region V
Director when she was appointed after Don Imbordino was
elected to the office of vice-president. Jeff Johnson is
in his first term on the Board. He was elected as Region
III Director after Tim Madden chose not to seek the office
again due to a likely promotion. Congratulations to Tim,
who now serves as sergeant in charge of the Connecticut
State Police polygraph unit. Janene Gordon was elected to
another term as Region I Director and Roger Butler was
elected to another term as Region II Director. Bob Heard
was unchallenged and won (am I using the right term Bob?)
another term as secretary. Don relinquished his position
as Region V Director and was elected Vice President. My
election has moved Mike Mann to the position of
Chairperson of the Board. Mike is now putting the
finishing touches to make the AAPP scholarship fund a
charity foundation so that donations will be tax
deductible.
I would also like to announce
two new appointments. Bob
Heard has agreed to become the AAPP's historian. He has
already accumulated a large amount of material and
information. If you have any "historical" items you wish
to share or donate please contact Bob. I have also
appointed Elmer Criswell as the AAPP's Director of Quality
Control. Elmer came well recommended and the Board
unanimously approved his appointment. Those of you who
know Elmer know that he is very competent and qualified in
this role. I know he will serve our membership with
enthusiasm and dedication. We are looking at ways to make
our QC services more accessible to members and members'
departments and agencies. Additional information should
be available by the Chicago seminar.
Speaking of the Chicago Seminar,
I hope to see many of you
there. Roger and others have done a great job in
preparation for the seminar and it is a promised great
experience. Chicago is a wonderful city and the speaker
and topic list is exceptional. Please take the time to
register today. The hotel price is unheard of in downtown
Chicago and the site is within the heart of the city.
Also of importance at the
seminar, is the election of
officers. Positions to be elected will be that of
president, vice-president, region IV director, region V
director and treasurer. The following individuals have
expressed an interest in election to these offices:
president - Bruce Robertson; vice president - Don
Imbordino; region IV director - Jim Gallagher; region
V director - Karen Clark; and, treasurer - Toby McSwain.
I am sad to announce that Region IV Director Morris Covin
has decided not to seek re-election. Morris has been a
great director and has promised that as long as God is
willing, he will continue to serve the AAPP. My thanks to
Morris!
Also, it is time for annual
awards. If you know of a
polygraphist that has done an exceptional job in 2004,
please contact your regional director with a nomination for
the director's award. Also, we are taking nominations for
the Max Wastl Sr. Award and the Holly S. Canty Memorial
Award. Please forward your nomination to me by mail, fax
or e-mail.
As you can see, the Board
has been very busy and continues
to serve the association in a professional manner. My
congratulations to you on your election of such an
outstanding group of individuals. Hope to see you all in
Chicago!
