1. EDITORIAL: "APA member status, State Association
Updates and our popular website package deal"

Did you know there are NINE classes of membership in the
APA? As hard as it would be to keep them all straight,
the APA is encouraging you to do so, especially when it
comes to advertising in places such as the Polygraph
Place. The actual Code of Ethics reads as follows:

4.8 Advertisements.
4.8.1 A member shall not knowingly make, publish, or
cause to be published any false or misleading statements
or advertisements relating to the Association or the
polygraph profession. No member shall make any false
representation as to category of membership in the
Association. All advertisements making reference to
membership in the Association shall also list the category
of membership.

The bottom line is that folks are complaining about
someone listing themselves as a 'member of the APA' when
in fact they may be an 'associate member of the APA' or
a 'retired member'.

I'm going to be honest, I think this is splitting hairs
but hey, we all have to play the game and I'm trusting
that these rules must be in place for a reason, so if
you are a member of the APA, or excuse me, I mean a
Full member or an Intern Member or an Associate Member
or a Life Member or a Science & Technology Member or
an Honorary Member or a Retired Member or a Divisional
Member or an International Affiliate member, then please
include that specifically on your listing. nuff said.

If you are an officer of any state association in the
Southeast, you should give a big thank you to Karen
Clark, the new Region 5 Director of the AAPP. Karen
took it upon herself to gather all the current state
association officer information and send updates to
myself for the Polygraph Place and the APA as well.

association leadership and have them send me an email

reading some responses that came from Jack Ogilvie's
article back in June. Jack's article was on making

Jack, Is there any published research that shows that
motion sensors lead to an increase in accurate decisions?

JAMES MATTE WRITES:
Before you make something mandatory, you should become
knowledgeable about all of the polygraph techniques that
are available and at least one of them, the Quadri-Track
ZCT has built-in anti-countermeasures that deal with both
physical and mental countermeasure without the need for
motion sensors. Therefore use of motion sensors should be
used at the discretion of the polygraphist who can best
determine his needs according to the technique used.

Furthermore, Backster's "Either-Or" rule which treats
control questions that elicit strong responses as defective
when the neighboring relevant also elicits responses is
just one of several warning signs of countermeasures.

BARRY WOODGATE WRITES:
Jack, Ditto!!
I have been examining since 1983. We both have witnessed
the increase in counter measures attempts. I am a private
examiner doing criminal and sex offender examinations. I
have used motion sensors since they were available. With
the dangerous examinee population I deal with, I would not
do an examination with-out pneumo, cardio, electro dermal,
AND motion being recorded.

My opinion is that conducting an examination without
motion/counter-measure recordings is, or should be
malpractice. The easiest way to bring in "reasonable doubt"
about an examination in a courtroom or a revocation hearing
is by not having a demonstrated method of dealing with
countermeasures. I propose we submit a ASTM standard
proposal, and begin the battle!

JIM HANRATTY WRITES:
I agree with you completely, Jack! There is no excuse for
not using a reliable motion sensor device. I use the new
piezo motion sensor (Lafayette). It's far better than the
1st & 2nd generation devices.

However, "the mumbling" you jested of from private
examiners is probably related more to past experience with
ineffective and/or cumbersome devices, or just plain
laziness, as opposed to the expense of the device. I
personally believe that any examiner that received a
demonstration on the latest technology would be excited
about adding this tool to his or her practice.

As far as the prevalence in the public's knowledge of
counter-measures, it might interest you to know that
recently I gained access to a transcript of an interview
done on an inmate within the Madison Street Jail who was
bragging to another inmate about how he successfully
"beat the test," by applying some kind of ointment
(probably Vicks) or hand lotion on his finger tips to
presumably to counter-act with the galvo. Clearly it would
not be very expensive or time consuming to utilize
handi-wipes when conducting "off-site" or "on-site"
testing. Of course this seems like common sense, but so
does using any technological counter-measure device to
maximize accurate test results.
